Democrats may drag feet on 'unsustainable' budget for 2011

POLITICO, 4/12/2010 - Congress is poised to miss its April 15 deadline for finishing next year’s budget without even considering a draft in either chamber. ∴ Unlike citizens’ tax-filing deadline, Congress’s mid-April benchmark is nonbinding. And members seem to be in no rush to get the process going. ∴ Indeed, some Democratic insiders suspect that leaders will skip the budget process altogether this year — a way to avoid the political unpleasantness of voting on spending, deficits and taxes in an election year — or simply go through a few of the motions, without any real effort to complete the work. OBAMACARE ENDORSEMENTS: WHAT THE BRIBE WAS

TheHill.com, 11/6/2009 By DICK MORRIS & EILEEN MCGANN, (Printer-Friendly Version) - As the suicidal Democratic congressmen proceed to rubber-stamp the Obama healthcare reform despite the drubbing their party took in the '09 elections, the president trotted out the endorsements of the AMA and the AARP to stimulate support. But these -- and the other endorsements -- his package has received are all bought and paid for.

Here are the deals:

* The American Medical Association (AMA) was facing a 21 percent cut in physicians' reimbursements under the current law. Obama promised to kill the cut if they backed his bill. The cuts are the fruit of a law requiring annual 5-6 percent reductions in doctor reimbursements for treating Medicare patients. Bravely, each year Congress has rolled the cuts over, suspending them but not repealing them. So each year, the accumulated cuts threaten doctors. By now, they have risen to 21 percent. With this blackmail leverage, Obama compelled the AMA to support his bill...or else!

* The AARP got a financial windfall in return for its support of the healthcare bill.

Over the past decade, the AARP has morphed from an advocacy group to an insurance company (through its subsidiary company). It is one of the main suppliers of Medi-gap insurance, a high-cost, privately purchased coverage that picks up where Medicare leaves off. But President Bush-43 passed the Medicare Advantage program, which offered a subsidized, lower-cost alternative to Medi-gap. Under Medicare Advantage, the elderly get all the extra coverage they need plus coordinated, well-managed care, usually by the same physician. So more than 10 million seniors went with Medicare Advantage, cutting into AARP Medi-gap revenues.

Presto! Obama solved their problem. He eliminates subsidies for Medicare Advantage. The elderly will have to pay more for coverage under Medigap, but the AARP -- which supposedly represents them -- will make more money. * The drug industry backed ObamaCare and, in return, got a 10-year limit of $80 billion on cuts in prescription drug costs. (A drop in the bucket of their almost $3 trillion projected cost over the next decade.) They also got administration assurances that it will continue to bar lower-cost Canadian drugs from coming into the U.S. All it had to do was put its formidable advertising budget at the disposal of the administration.

* Insurance companies got access to 40 million potential new customers. But when the Senate Finance Committee lowered the fine that would be imposed on those who don't buy insurance from $3,500 to $1,500, the insurance companies jumped ship and now oppose the bill, albeit for the worst of motives.

The only industry that refused to knuckle under was the medical device makers. They stood for principle and wouldn't go along with Obama's blackmail. So the Senate Finance Committee retaliated by imposing a tax on medical devices such as automated wheelchairs, pacemakers, arterial stents, prosthetic limbs, artificial knees and hips and other necessary accoutrements of healthcare.

So these endorsements are not freely given, but bought and paid for by an administration that is intent on passing its program at any cost.

Democrats' Assault On the CIA

WASHINGTON POST, 5/20/2009 by Michael Gerson - In a little over 100 days, the Obama administration and the Democratic Congress have delivered a series of blows to the pride and morale of the Central Intelligence Agency. ∴ It began with the release of the Justice Department memos -- a move opposed by CIA Director Leon Panetta along with four previous directors. Then, Attorney General Eric Holder Jr. did not rule out Justice Department cooperation with foreign lawsuits against American intelligence operatives. Then, House Speaker Nancy Pelosi accused the CIA of lying to her in 2002 about waterboarding, which she admitted learning about five months later anyway but did nothing to oppose because her real job was to "change the leadership in Congress and in the White House." Broder: Hiding a Mountain Of Debt

WASHINGTON POST, 3/29/2009 by David S. Broder - With a bit of bookkeeping legerdemain borrowed from the Bush administration, the Democratic Congress is about to perform a cover-up on the most serious threat to America's economic future.

That threat is not the severe recession, tough as that is for the families and businesses struggling to make ends meet. In time, the recession will end, and last week's stock market performance hinted that we may not have to wait years for the recovery to begin.

The real threat is the monstrous debt resulting from the slump in revenue and the staggering sums being committed by Washington to rescuing embattled banks and homeowners -- and the absence of any serious strategy for paying it all back.

The Congressional Budget Office sketched the dimensions of the problem on March 20, and Congress reacted with shock. The CBO said that over the next 10 years, current policies would add a staggering $9.3 trillion to the national debt -- one-third more than President Obama had estimated by using much more optimistic assumptions about future economic growth.

As far as the eye could see, the CBO said, the debt would continue to grow by about $1 trillion a year because of a structural deficit between the spending rate, averaging 23 percent of gross domestic product, and federal revenue at 19 percent.

The ever-growing national debt will require ever-larger annual interest payments, with much of that money going overseas to China, Japan and other countries that have been buying our bonds.

Reacting to this scary prospect, the House and Senate budget committees took the paring knife to some of Obama's spending proposals and tax cuts last week. But many of the proposed savings look more like bookkeeping gimmicks than realistic cutbacks. The budget resolutions assume, for example, that no more money will be needed this year to bail out foundering businesses or pump up consumer demand, even though estimates of those needs start at $250 billion and go up by giant steps.

Republicans on the budget committees offered cuts that were larger and, in some but not all instances, more realistic.

But the main device the Democratic budgeteers employed was simply to shrink the budget "window" from 10 years to five. Instantly, $5 trillion in debt disappeared from view, along with the worry that long after the recession is past, the structural deficit would continue to blight the future of young working families.

The Democrats did not invent this gimmick. They borrowed it from George W. Bush, who turned to it as soon as his inherited budget surpluses withered with the tax cuts and recession of 2001-02. But Obama had promised a more honest budget and said that this meant looking at the long-term consequences of today's tax and spending decisions.

There are plenty of people in Congress for whom the CBO report was no surprise, and some of them have proposed a solution that would confront this reality. Kent Conrad, the chairman of the Senate Budget Committee, and Judd Gregg, its ranking Republican, have offered a bill to create a bipartisan commission to examine every aspect of the budget -- taxes, defense and domestic spending, and, especially, Medicare, Medicaid and Social Security. Congress would be required to vote promptly, up or down, on its recommendations, or come up with an alternative that would achieve at least as much in savings.

In the House, Democrat Jim Cooper of Tennessee and Republican Frank Wolf of Virginia have been pressing a similar proposal but have been regularly thwarted.

The roadblock in chief is Nancy Pelosi, the speaker of the House. She has made it clear that her main goal is to protect Social Security and Medicare from any significant reforms. Pelosi has not forgotten how Democrats benefited from the 2005-06 fight against Bush's effort to change Social Security. Her party, which had lost elections in 2000, 2002 and 2004, found its voice and its rallying cry to "Save Social Security," and Pelosi is not about to allow any bipartisan commission to take that issue away from her control.

The price for her obduracy is being paid in the rigging of the budget process. The larger price will be paid by your children and grandchildren, who will inherit a future-blighting mountain of debt. [Emphasis added throughout]

Pelosi: Work Site Raids are Un-American

House Speaker Nancy Pelosi recently told a group of both legal and illegal immigrants and their families that enforcement of existing immigration laws, as currently practiced, is "un-American." ∴ The speaker, condemning raids by Immigration and Customs Enforcement agents, referred to the immigrants she was addressing as "very, very patriotic." ∴ "Who in this country would not want to change a policy of kicking in doors in the middle of the night and sending a parent away from their families?" Pelosi told a mostly Hispanic gathering at St. Anthony's Church in San Francisco. --"It must be stopped....What value system is that? I think it's un-American. I think it's un-American."

Pelosi said she was invited to the church by Rep. Luis Gutierrez, D-Ill., as part of his 17-city, cross-country tour called United Families, which he says is intended to put a human face on the immigration debate. ∴ "We think that families are the cornerstone of our society and our nation, and an immigration system should preserve those families, not destroy them," Gutierrez told FOX News Capitol Hill Producer Chad Pergram on Tuesday.

The congressman is collecting petitions that ask President Obama to "stop the immigration raids and deportations that are tearing our marriages, families and children apart." He is expected to present those petitions when Hispanic members of Congress meet with the President Wednesday.

On Saturday night, Pelosi joined Gutierrez before a cheering crowd at St. Anthony's chanting, "Si se puede," or "Yes we can."

Referring to work site enforcement actions by ICE agents, Pelosi said, "We have to have a change in policy and practice and again ... I can't say enough, the raids must end. The raids must end.

"You are special people. You're here on a Saturday night to take responsibility for our country's future. That makes you very, very patriotic."

"I was embarrassed by what she said," said Rick Oltman, with Californians for Population Stabilization, an anti-illegal immigrant group. "Exhorting illegal aliens for taking responsibility for our country's future.... In fact, sitting there in the audience.... I really resented that comment."

"I think it was pandering to the crowd but also insulting to American citizens who consider themselves to be patriotic, who obey the rule of law," said Oltman, who shot a video of the rally.
