Reich's racial comment

At Wake up Black America, Tyrone, writing under the name, Conservative Brother, asks, "Is Barack Obama pushing for race based quotas under his stimulus bill?" He makes his case that race based quotas are indeed intended with effective video comparisons of Jesse Helms' 2006 "Hands on" campaign ad and the recent clip of economic adviser, Robert Reich, speaking on Obama's stimulus package. He also points out that the liberal media is not running the Reich clip.

You'll recall that Reich actually said that no stimulus money should go to 'white male' construction workers. Does Mr. Reich not understand that discriminating against anyone on the basis of skin color is racism?
