Dem Wants to Use Taxpayer Dollars to Study…New Ways to Tax People
Rep. Earl Blumenauer (D-Ore.) this week introduced legislation that would give states federal grants to study the possibility of imposing a controversial new tax — one that would tax people for every mile they drive in their cars.
Blumenauer’s Road Usage Charge Pilot Program Act is the latest effort to move away from a gas tax, which some say is not creating enough revenues for federal and state highway projects, and toward a system of taxing cars based on how far they drive.

Dem proposes taxing drivers by the mile
Rep. Earl Blumenauer (D-Ore.) on Tuesday reintroduced legislation that would require the government to study the most practical ways of taxing drivers based on how far they drive, in order to help fund federal highway programs. Blumenauer's bill, H.R. 3638, would set up a Road Usage Fee Pilot Program, which he said would study mileage-based fee systems. He cast his bill as a long-term solution for funding highway programs, and proposed it along with a shorter-term plan to nearly double the gas tax, from 18.4 cents to 33.4 cents per gallon. "As we extend the gas tax, we must also think about how to replace it with something more sustainable," Blumenauer said Tuesday. "The best candidate would be the vehicle mile traveled fee being explored by pilot projects in Oregon and implemented there on a voluntary basis next year."

Bill would nearly double federal gasoline tax
Rep. Earl Blumenauer (D-Ore.) is introducing legislation that would nearly double the 18.4-cents-per-gallon federal gas tax that is traditionally used to pay for federal transportation projects. Blumenauer's bill would increase the gas tax by 15 cents, matching a proposal that was included in the 2011 Simpson-Bowles budget reform recommendations. The legislation would result in drivers paying an extra 33.4 cents per gallon on their purchases, in addition to state taxes.
